Barbara J. Evans, Ph.D., J.D., LL.M.

Barbara Evans is a law professor, co-director of the Health Law & Policy Institute, and director of the Center on Biotechnology & Law at the University of Houston Law Center. Her research focuses on governance, privacy, and financing issues with large health information networks and tissue repositories; legal barriers to clinical implementation of pharmacogenomics; and standards of regulatory evidence, including the use of various methodological approaches to support drug and device regulatory decisions. From 2004-2007, she was director of the Program in Pharmacogenomics, Ethics, and Public Policy at the Indiana University Center for Bioethics and Research Professor of Medicine at the Indiana University School of Medicine. Earlier in her career, she was a Partner in the international regulatory practice of a large New York law firm and subsequently advised clients on U.S. privacy and research regulatory matters. She received her J.D. from Yale Law School and is licensed to practice law in New York and Texas. She holds an electrical engineering degree from the University of Texas at Austin, M.S. and Ph.D. degrees from Stanford University, and completed a post-doctoral Fellowship in Clinical Ethics at the M.D. Anderson Cancer Center. She is a member of the American Bar Association's Special Committee on Bioethics and the Law and a senior member of the Institute of Electrical and Electronics Engineers (IEEE). Recent projects have included service on the Oversight Task Force of the Secretary's Advisory Committee on Genetics, Health, and Society and on the Legal Working Group for the Health Information Security and Privacy Collaboration (HISPC) for Indiana.
